SHE MART: When women stop Borrowing and start Owning

 

There comes a moment when the Government’s newest initiative is reshaping the Women’s Economic Future. And it happened – on February 2026, when Finance Minister Nirmala Sitaraman announced about, SHE MARTS present in the Union Budget, this event represents the country:  vision on how women participation escalating  India’s economy.

The SHE MART Story.

SHE stands for Self Help Entrepreneur, it comes for those women who have great product, small business and lives in rural or semi urban regions.

 It is a government of India Initiative announced in Union Budget 2026-27 to uplift women entrepreneurs by creating community owned retail space to present and sell products made by women led self-help groups, women in agricultural and allied sectors, first time entrepreneurs, and women led cooperatives. These marts serve as platforms for women who sell their products, ranging from handicrafts to processed foods. The model eliminates the intermediaries and places the profits direct in women’s hand.

Vision and Mission

The vision of SHE MART is to reshape the role of Indian women in the economy- not as a beneficiaries of credit scheme, but as a active, confident business owners driving local market. The goal aligns with creating millions of financially independent women, after “Lakhpati Didi Programme.”

The Government of India She Mart Mission is to establishing community – based retail outlets within cluster- level federations.  And first-time women entrepreneurs may now access term loans up to ?2 crore.

The main objective of the mission is to bridge the gap between rural production and urban markets. It going to ensures that products crafted in remote villages- handwoven textiles, spices, pickles or handicrafts- will find their rightful place in organized markets. The initiative is expected to provide structural market platform for products made by women entrepreneurs, with centered upon on enabling women to climb up the value chain by accessing them to stable demand of market.

What She Mart offers to Women Entrepreneurs

1.    Community owned retail space within SHG cluster federations

It shows women are not just participants but decision-makers. These spaces become hubs where local products showcased, sold and managed collectively.

2.    Direct market access- no intermediaries

Women will sell direct to customers or buyers, cut out middlemen. Which curate better pricing, and more transparency in how the products move in the market.

3.    Enhanced financial instruments and digital loan facilities

Instead of relying on informal credit, now they can access to stronger financial tools that will expand their business with more security and planning.

4.    Quality branding with professional support

From packaging to marketing, women get guidance to present their work in a way that reach the large segment of market and build long term brand value.

5.    Links to GeM’s Womaniya platform for government procurement

This will create a steady demand channel, allowing them to expand their business beyond local market and directly sell to government buyers.

6.    Training support:

Skill enhancement programs for entrepreneurs. They gain the confidence to manage the finances and creating the mindset for sustainable growth.

How SHE MART contributes to women’s development

For decades rural women in India have been encouraged to form Self-Help Groups, take micro loans, engage in small scale income activities. But market linkage and business mentoring remain most neglected areas in all government past schemes. But SHE Mart directly fill the gap.

Women who participate gain access to stable retail outlet, eliminating the seasonal haats. The women who will be the part of SHE Mart get whole profit without sharing it to intermediaries. Directly it will be going to impact household incomes and quality of life.

Budget allocation for women have gone up in 2026-27, with Gender Budget rising to 9.37% from 8.86% last year, pointing to a stronger push to women participation in Economy.

ELIGIBILTY

Women who are active member of SHG registered under the National Rural Livelihood Mission (NRLM) are eligible.

Women who are trained under Lakhpati Didi Programme will get priority.

Local Artisans and home- based or micro business owners, first time entrepreneurs will get a chance to enroll under the mission.

How to apply for SHE MART?

·       Submit basic documents: SHG registered details, bank account information and product details.

·       Good quality product and may receive training in packaging, branding, and customer handling.

·       And then ready to sell in SHE MART access to retail platforms.

·       Achieve financial independence.

Projected Impact

This initiative is designed to reach every district of the country. And the target is to reach 1 Crore+ women. SHE MART is more than just a retail network, it could strengthen rural supply chains, promoting local products and encourages the empowerment journey of women.
